Well Fella - no opinion on the Jardine - but I think a worthy question to deal with is the issue of the "White Spacer"
I think every LS 650 rider has encountered backfiring - from a mild wuuufff when shutting off through a firecracker crack when decelerating with the throttle open.
The folks who figured out how to enrich the mixture by dropping the needle down - well they wanted to deal with those backfires in a positive manner.
and voila - we have a new " technique"
I have no opinion on how many Savages actually make the modification. I haven't after 3 years of riding. I found a way past the backfires through better throttle management - if I shut it off - I shut it off!
